What I find works well is to use sifting screen measurements. Twenty thousandths is 50 mesh (that's 50 holes per inch). However, that's a pretty fine grain and looks too fine to my eye for HO. Going slightly more coarse looks better, for HO that's 30 or 40 mesh. Woodland Scenics fine ballast is 30-40 mesh.
